That seems like a fair description to me. Of course, the distinction between the first and second items... may not be a large one. There's no way to be sure one world that seems to be the first isn't actually the second.

It's a reasonable query. Of course, the idea that some worlds genuinely don't have magic can't be ruled out.

And how people remember things is at least as important as how they really were. My dad used to say that the gods can't change the past, but historians can.

To a point, that's certainly true. Of course, erasing all evidence of something is a tall order. I'll concede it's certainly possible, depending on how wide-spread this hypothetical use of magic might have been, though.
