NOT LITERALLY, NO. SUCH A THING WOULD BE IMPOSSIBLE.

IT IS A METAPHORICAL TITLE, SYMBOLIC - "WHAT THE KING DREAMS, THE HAND BUILDS." MANY CONSIDER IT TO BE THE SECOND MOST POWERFUL POSITION IN ALL OF THE SEVEN KINGDOMS, AS THE HAND SPEAKS FOR THE KING WHEN THE KING IS OTHERWISE PREDISPOSED.
