I have seen some discussion concerning the people who are still in pods and it has led me to wondering. How would you handle someone you have unpleasant history with being here?

It's more than just that. This person is emulating me in every conceivable way and doesn't take no for an answer. I'm thinking retraining order, honestly.
Perhaps there's handbook or something to read concerning the laws and norms of the city. So far I've made it by fine by considering "how did things probably operate 3000 years ago."

Well, some really powerful things they could do back before the Divergence aren't possible nowadays, but magic is magic. I can't honestly imagine a world without it anymore than I can imagine a world without dragons. Anyway, most of the time, if you've got it, it'll show early. Earlier for some races than others. Paladins and clerics often feel called to a specific path or God, and get power that way. And others get their powers through other means, some less savoury than others.
Communication is more instantaneous, especially in comparison to down here. The world is vast, but mostly well-connected. Travel is fast as well. Overall, technology is extremely advanced and there's likely some kind of equipment or program designed to do a given task.

Sadly, there's hardly anything mystical about where I'm from. There's a lot of investment in science, but no one has any sort of innate abilities.
It would seem the technology Above is certainly higher than Below here, and more akin to what you are used to going off your description.
Back home, rapid communication is typically limited to enchanted devices, or abilities of specific spell casters. Science tends to be related to such, or at least dedicated in terms of alchemy, but I'm not best suited to talking about that. You'd want to find an artificer or tinkerer for more details.
